Regulatory comparison · Updated 26 October 2026
The same armchair,
seven fire frameworks.
There is no single European fire standard for furniture. Each country applies its own fire safety rules with its own references: M1 and ignitability tests in France, UNE-EN 1021 for certain spaces in Spain, Classe 1 IM in Italy, AEAI classes in Switzerland. EN 1021-1 and -2 are the most widely shared basis; they are not sufficient everywhere.
The verdict in one line
- If a model must travel to several countrieschoose one already tested to EN 1021-1 and -2, then check local add-ons
- If the project is in Italyplan Classe 1 IM certification at selection stage
- If the project is in Switzerlandhave evidence recognised under AEAI requirements before ordering
- In every caseget written approval of the list of test reports from the inspection body or authority
Benchmarks for upholstered furniture and textiles in public venues (to be confirmed locally for each project)
| Country | Main framework | Commonly requested references | Note |
|---|---|---|---|
| France | ERP fire safety regulation (order of 25/06/1980) | M1 or Euroclasses (textiles); NF D 60-013 (seat ignitability); EN 1021-1/-2 in specifications | Depends on building type and location |
| Monaco | Principality rules | French and European references commonly accepted | Confirm with Monaco authorities |
| Belgium | Federal and regional regulations (basic standards, regional hotel rules) | EN 1021-1/-2 frequently requested | Varies by region and venue type |
| Luxembourg | National safety requirements | EN 1021-1/-2 and Euroclasses | Case-by-case check |
| Switzerland | AEAI (VKF) fire protection requirements | AEAI material classes; European tests as applicable | Outside the EU: evidence must be recognised |
| Spain | Código Técnico de la Edificación, DB SI | UNE-EN 1021-1 and -2 for fixed upholstered seats in theatres and conference halls; UNE-EN 13773 for curtains | Hotels fall under other uses: check requirements |
| Italy | Fire prevention regulations (material certification) | ‘Classe 1 IM’ for upholstery, widely required in hospitality | Italian test and certification, often several weeks |
01 — Why frameworks differ
Building fire safety is a national (sometimes regional or cantonal) matter. European test standards such as EN 1021-1 (cigarette) and EN 1021-2 (match-equivalent flame) provide a common method, but each regulation decides where to require them and sometimes adds others. One model may be accepted in Brussels, need an extra test in Milan and a different justification in Geneva. This comparison gives benchmarks for preparing a project; it does not replace checking with the authority or inspection body in each country.

Frequently asked questions
Is EN 1021 enough for furniture everywhere in Europe?
No. EN 1021-1 and EN 1021-2 are the most widely shared basis for upholstered seating, but several countries add their own requirements: Classe 1 IM in Italy, AEAI requirements in Switzerland, M or Euroclass ratings for textiles in France. The local authority sets the project requirement.
What does Spain require for upholstered seats?
The Código Técnico de la Edificación (DB SI) requires fixed upholstered seats in theatres, auditoriums and conference halls in buildings open to the public to pass UNE-EN 1021-1 and UNE-EN 1021-2. For hotels, requirements depend on use and specification and must be checked.
What is Classe 1 IM in Italy?
It is an Italian reaction-to-fire certification for upholstered furniture, widely required in hospitality and public venues. It relies on Italian tests and procedures; an EN 1021-compliant model is not automatically Classe 1 IM, so plan the test at selection stage.
Do fire tests need repeating for Switzerland?
Not necessarily, but evidence must meet AEAI fire protection requirements. Depending on product and use, European tests may or may not be recognised. Have the list of evidence validated by the project’s fire specialist before ordering.
